Title: ROSS/FSS Case Manager
Supervisor: ROSS Coordinator
Exemption: Non-Exempt

Under general supervision, provides counseling and guidance to low-income families in order to assist them in achieving their goals for self-sufficiency. Exercises considerable initiative, independent judgment, and discretion in assisting families. Works closely with agencies to understand their requirements and procedures for providing services.

Duties and Responsibilities

  1. Prepare service plan and provide follow-up to determine quantity and quality of service to families and the status of their case. Maintains adequate and up-to-date records on activities performed, and families served.
  2. Meets monthly with families to help identify needs and barriers to the achievement of self-sufficiency and upward mobility in such areas as education, job training, career choices, child care, transportation, substance abuse, financial planning, credit repair, and counseling homeownership and motivation.
  3. Prepares needs assessments by obtaining background information such as education, employment, and social and family factors, which contribute to the participant's situation, and by studying case histories of participants and residents. Provides general assistance to program participants, including, but not limited to, individual counseling budget sessions and family counseling.
  4. Establish rapport with program participants and family members, applicants, and community agencies.
  5. Assists in coordinating services for participants with other agencies, including the Department of Social Services, Employment and Training, Habitat for Humanity, and other similar agencies. Also makes referrals within the agency for specialty training and workshops.
  6. Provides consultation and makes recommendations and referrals.
  7. Coordinates and/or conducts training workshops and programs for participants.
  8. Provides basic job retention and career counseling.
  9. Monitors and evaluates participants' progress; prepare progress reports; obtains transcripts and employment data.
  10. Takes applications and interviews prospective participants in the program; maintains records of participants and applicants; maintains records of escrow accounts.
  11. Investigates and resolves problems and complaints with regard to the program.
  12. Works closely with the ROSS Coordinator and Resident Services Director to assist in the quick resolution of problems.
  13. Interacts and communicates with program participants, Housing Authority staff and Board, various agencies, and the general public.
  14. Operates general office equipment such as a computer, typewriter, calculator, multi-line telephone, fax machine, copier, etc.
  15. Performs other related duties, as required/assigned.
  16. Must possess a valid NC driver's license and own transportation.

Qualifications and Knowledge

Education:

Bachelor's degree in Social Work, Psychology, or related field.

Experience:

1 - 2 years of social work and case management experience, or any combination of education, training, or experience that provides the required knowledge, skills, and abilities.

Knowledge:

Knowledge of departmental policies; practices, and activities; thorough knowledge of the principles of social work and case management; knowledge of the method of providing career development and counseling; knowledge of self-sufficiency programs and procedures; knowledge of the principles, procedures, and practices of public or business administration; knowledge of modern supervisory principles and practices; knowledge of the principles of human motivation and learning; knowledge of practices, methods, materials, and procedures used within human motivation activities; knowledge of trade terminology.

Special Skills:

Ability to write clearly and accurately using appropriate grammar, spelling, punctuation, and style; skill in word-processing and database management or the ability to acquire such knowledge during a reasonable period of training; ability to interpret and implement government policies and regulations; skill in establishing and maintaining effective working relationships with residents, resident organizations, governmental agencies, civic groups, and other local, state and national organizations, and the general public. Strong interpersonal skills; ability to type at a minimum rate of 30 words per minute; ability to operate general office equipment; ability to operate general office equipment; ability to provide instruction through classroom training; supervised practice, explanation, and demonstration.

Supervision Received and given

The employee receives instruction from the ROSS Coordinator. Normally, the employee plans and carries out work with minimal supervision. The employee receives specific instructions when complaints are brought to the attention of the Supervisor and when the Supervisor is contacted by the employee for direction. The employee's work is reviewed periodically for conformity to organizational policies and the attainment of objectives. The Case Manager has no supervisory duties.

Physical Demands

Work is performed in the office and on-site and involves some physical exertion during visits to units and developments.

Work Environment

Work involves the normal risk and discomforts associated with an office environment and visits to outdoor development sites, dwellings, facilities, and confrontations with applicants and residents.
